In his new role, he will oversee the maintenance and management of all corporately owned and leased facilities, as well as assist with construction development activities enterprise-wide.

Letha HarrelsonWith more than 35 years experience in project management, sales, marketing and customer service, Harrelson has managed new business development and financial literacy outreach for the credit union over the last 14 years. Her efforts helped the credit union receive the Dora Maxwell Award for Outstanding Social Responsibility and Honorable Mention for the Desjardins Youth Financial Education Award awarded by the Credit Union National Association – both multiple times. In 2012, she was named manager of the year for SSFCU’s Central Region.

Raba Kistner, Inc. appoints new Vice President – Joe A. Irizarry, Corporate Development

Joe has been with Raba Kistner in Corporate Development for more than nine years, serving as an Associate for the last five years.

Joe IJoe is responsible for managing the Corporate Development Department: leading the firm’s business development efforts; establishing and managing client relationships; developing and facilitating training and coaching; coordinating annual planning and facilitating departmental growth planning.

Previous to working with Raba Kistner, Joe spent most of career in sales, sales management and internal consulting with Browning-Ferris Industries (BFI) and its successor, Allied Waste. As a divisional sales manager, he oversaw the management, hiring and training of five sales managers and over 30 sales representatives selling multiple services in Central and South Texas with over $125M in annual revenue.

Joe is very involved in professional organizations, including serving on the Board of the Associated General Contractors (AGC); as Past President of the Council of Education Facilities Planners International (CEFPI)/ South Texas Chapter; Second Vice President of CEFPI/ Southern Region; and the Society of Marketing Professional Services (SMPS)/Program Committee.

Dr. Costigan has over 40 years of world-wide facility engineering experience, including roles as a project engineer, project manager, and program manager.

Dr. Costigan has over 40 years of managerial and technical leadership on projects involving multi-disciplines for public and private sector clients nationwide, encompassing facility and infrastructure planning, design, repair and restoration.

While in the United States Air Force, Lt. Colonel Costigan had extensive experience in complex facility program and project management providing leadership to over 400 engineering, technical, and construction-trade personnel in operating, repairing, and maintaining the physical plant of a major air force base.

Dr. Costigan received a Ph.D. from the University of Illinois, a Master’s Degree from the University of Missouri, and his bachelor’s degree from the Virginia Military Institute – all in civil engineering.  Dr. Costigan is a registered professional engineer in Texas, Kansas, Missouri, Illinois, Georgia, Mississippi, and Arizona and holds certifications as a Project Management Professional (PMP) from the Project Management Institute, as a Certified Facility Manager (CFM) from the International Facility Management Association, and as a LEED Green Associate from the U.S. Green Building Council.

Project Control promotes Greg San Marco to Vice President

Project Control (2)Project Control has promoted Greg San Marco to Vice President of the project management consulting firm. Greg will serve as a Project Management Team Leader and assume increased corporate and leadership duties.  He will continue to serve our clients’ interests in his new role.

OLYMPUS DIGITAL CAMERAGreg came to Project Control in 2007 with over 20 years of experience in project management and civil engineering related fields in both the public and private sectors.  Greg immediately served as project manager for Haven for Hope of Bexar County in the creation of their transformation facility for the homeless near downtown San Antonio. Greg is currently providing project management for a major banking client on national expansion projects.

The Facilities Service group includes Building Envelope services with testing, design and roofing consulting services. In his role as Facilities Services Director, Mr. Hawryluk’s work includes program management of design and construction phases, scheduling, estimating, financial tracking, construction administration and reporting for on-going facility programs. This experience extends over the markets of K-12, higher education and municipal government. He has also provided leadership in the development and integration of program and project management processes and procedures.
