NEW: Judge Wolff issues Executive Order NW-12

July 1 | Bexar County Judge Nelson Wolff has issued Executive Order NW-12. Key measures include: All commercial entities in Bexar County providing goods or services directly to the public must develop and implement a health and safety policy.

On Wednesday, July 1, Bexar County Judge Nelson Wolff issued Executive Order NW-12, with these additional measures taking effect as of as of 5:01 p.m. on Wednesday, July 1, 2020 and continues through 11:59 p.m. on Wednesday, July 15, 2020 unless extended, modified or terminated early by the County Judge. This Executive Order shall continue the local disaster declaration and public health emergency for Bexar County for the period specified in this Executive Order and shall incorporate and adopt the most recent executive order GA-27 issued by Governor Greg Abbott on June 25, 2020, and any subsequent orders by the Governor relating to the expanded opening of Texas in response to the COVID-19 disaster.Key measures include:

  • All commercial entities in Bexar County providing goods or services directly to the public must develop and implement a health and safety policy (“Health and Safety Policy”). The Health and Safety Policy must require, at a minimum, that all employees or visitors to the commercial entity’s business premises or other facilities wear face coverings when in an area or performing an activity which will necessarily involve close contact or proximity to co-workers or the public where six feet of separation is not feasible.
  • Commercial entities must prominently display a list of COVID-19 symptoms at or near the public and employee entrances of the premises.
  • All large gatherings or events estimated to be in excess of 100 people, whether indoor or outdoor, are prohibited.
  • Social gatherings, including family gatherings, shall not include more than 10 persons.

The order mandates that all commercial entities in Bexar County providing goods or services directly to the public must develop and implement a health and safety policy (“Health and Safety Policy”). The Health and Safety Policy must require, at a minimum, that all employees or visitors to the commercial entity’s business premises or other facilities wear face coverings when in an area or performing an activity which will necessarily involve close contact or proximity to co-workers or the public where six feet of separation is not feasible.
Under Wolff’s order, businesses have until Monday, June 22nd to require masks for customers and workers or they risk a $1,000 fine. Bexar County Judge Nelson Wolff issued Executive Order NW-10, effective  June 3 through June 30, 2020. The Order incorporates and adopts Governor Greg Abbott’s most recent Executive Order GA-26 issued on June 3, 2020, and any subsequent orders by the Governor relating to the expanded opening of Texas in response to the COVID-19 disaster.

This Executive Order includes the following key measures:

  • All commercial entities in Bexar County providing goods or services directly to the public must develop and implement a health and safety policy.
  • The Health and Safety Policy must require, at a minimum:
    • All employees or visitors to the commercial entity’s business premises or other facilities wear face coverings when in an area or performing an activity which will necessarily involve close contact or proximity to co-workers or the public where six feet of separation is not feasible.
    • The Health and Safety Policy required to be developed and implemented by this Executive Order may also include the implementation of other mitigating measures designed to control and reduce the transmission of COVID-19, such as:
      • Temperature checks, or
      • Health screenings.
    • Commercial entities must post the Health and Safety Policy in a conspicuous location sufficient to provide notice to employees and visitors of all health and safety requirements.
    • Failure to develop and implement the Health and Safety Policy within five (5) calendar days following the Effective Date may result in a fine not to exceed $1,000 for each violation.
  • All people 10 years old or older shall wear a cloth face covering over their nose and mouth when in a public place where it is difficult to keep six (6) feet away from other people, such as visiting a grocery store or working in close proximity to other coworkers.
  • The Bexar County Justice Center Complex and Facilities:
    • Limited access to county facilities,
    • All citizens and employees will be tested/screened prior to entrance in these facilities, and
    • Any individual with a temperature exceeding 100 °F or who fails the screening process will be not be allowed to enter the building.

May 5, 2020 | Bexar County Executive Order

On Tuesday, May 19, Bexar County Judge Nelson Wolff issued Executive Order NW-08 to supplement the existing Stay Home, Work Safe measures.

These additional measures will take effect as of 12:01 a.m. on May 19 and continue through June 4, 2020 unless extended, modified or terminated early by the County Judge, and is consistent with Texas Governor Greg Abbott’s executive order and mandates issued by the City of San Antonio.
