86th Legislative Session Update: Thursday, Feb 28 — SB 15, relating to the regulation by a municipality or county of certain employment benefits and policies, was heard in the Senate State Affairs committee. There were 16 witnesses testifying in favor of the bill, including the North San Antonio Chamber of Commerce (NSAC); 19 witnesses testified against the bill. SB 15 passed on a 5 - 1 vote out of Senate State Affairs, with special recognition given to testimony from NSAC Board Member, Lisa Fullerton. Monday, Mar 4 — SB 323, relating to the review of ballot proposition language for certain political subdivision elections, was left pending in the Senate State Affairs committee. No witnesses testified on behalf of the San Antonio Firefighters. The bill was left pending in committee, as substituted. Monday, Mar 4 — SB 421, relating to the acquisition of real property by an entity with eminent domain authority, was heard in Senate State Affairs. One of the main NSAC concerns regarding SB 421 is that current language allows for more litigation for landowners. Legislative changes that add unreasonable expenses, result in increased litigation, and seek changes to long-held judicial principles must be opposed. |
