UPDATE: San Antonio Safe & Sick Leave Ordinance Temporarily Halted
San Antonio Safe & Sick Leave Ordinance
 
On Nov. 22, Judge Peter Sakai of the 225th District Court granted a Temporary Injunction, halting the City of San Antonio’s Sick and Safe Leave Ordinance which was to go into effect on December 1, 2019. A trial on the ordinance’s merits was scheduled for December 11th
 
In response to the court's November 22nd Injunction, Councilwoman Ana Sandoval submitted a Council Consideration Request (CCR) to City Council. The CCR includes the following for the Council to consider: 
 
  1. Requirement of compliance with Sick and Safe leave policy that meets or exceeds the requirements set forth in the Ordinance as adopted on Oct 17 for entities that receive operational funding from the City, including City-created non-profits, and establishment of a program to ensure compliance;
  2. Exploring adoption of a similar policy by CPS Energy and SAWS; and 
  3. Development of a Sick and Safe Leave Benefits Policy Outreach and Technical Assistance Program to encourage and assist San Antonio area employers in implementing a voluntary sick and safe leave policy in the workplace.  The details of the CCR can be found here:
 
UPDATE: The trial on the merits was held Dec 11th and Judge Sakai upheld the temporary injunction order, thereby staying the Safe & Sick Leave Ordinance from going into effect until after a trial date set for September 2020.

Have a Deal to Move Forward with
USMCA Trade Agreement
 
With the support of nearly 700 organizations, the U.S. Chamber of Commerce sent an updated USMCA Coalition letter to Capitol Hill encouraging Congressional approval of the U.S.-Mexico-Canada Agreement (USMCA). 
 
UPDATE: The House voted as expected on December 19.  The U.S.-Mexico-Canada Agreement (USMCA) passed 385-41 in the U.S. House of Representatives last night. We are pleased to see this bill passed and we are appreciative to all those who advocated for its passage. Included in the bill is $250 million in funding for the North American Development Bank, headquartered here in San Antonio.

Senate Majority Leader Mitch McConnell has said the Senate will take up the agreement in the new year. Your continued support and advocacy is critical.

The scorecard ranks all Texas legislators on their pro-business voting record during the 86th Legislative Session. Texas Association of Business tracks and reports how each state legislator voted on business legislation. This scorecard allows Texas Association of Business' members to determine which lawmakers are fighting for businesses, jobs, and paychecks.”

Highlights from NSAC 2020 Economic Outlook
 
The North San Antonio Chamber held its 2020 Economic Outlook, with renowned economist Dr. Ray Perryman, on December 4th at the Omni Colonnade.

Despite the slowing of the Texas economy because of shortages in workforce, and other factors, Texas continues to out-perform the U.S. economy significantly. Looking for growth output of 4% each year for the next five years and see gains in jobs at over 250,000 to 300,000 jobs per year.
 
Following are some important highlights from this well-attended, informative event:
• $1 dollar out of every $6 dollars that leaves the U.S. every day is from Texas.
• Of all the new energy produced in the world, 75% of it is from Texas.
• 80% of people raised in Texas stay in Texas.
• 94% of Texans looking for a new home, are looking in Texas.
