UPDATE: San Antonio Safe & Sick Leave Ordinance Temporarily Halted
 
Ordinance Was Scheduled to Go Into Effect Dec. 1
 
This morning, Friday, Nov. 22, the District Court for the 225th Circuit temporarily enjoined the City of San Antonio’s Safe and Sick Leave ordinance that was scheduled to go into effect December 1, 2019. The plaintiffs, which include several staffing firms, business groups, and local businesses are challenging the ordinance's legality in claiming that the ordinance violates the Texas Minimum Wage Act.
 
The court’s ruling means that, as of now, the ordinance will not go into effect Dec. 1. The North San Antonio Chamber is very pleased with this outcome, however, this case is still not over. The City of San Antonio or other defendants may appeal the court’s injunction next week and seek to reinstate the Dec. 1 effective date.

On Nov. 5, the North Chamber's Government Affairs Council welcomed special guests: State Representative Ray Lopez and State Representative Philip Cortez to provide an update from the 2019 Legislative Session and their interim priorities.
 
Next month, the Council will have San Antonio's District 6 Councilwoman Councilwoman Melissa Havrda and District 7 Councilwoman Ana Sandoval. Each will provide an update regarding their districts and updates on the Safe and Sick Leave Ordinance.
 
U.S. Department of Labor New Overtime Rule
 
Beginning January 1, 2020, new FLSA overtime rule raises salary cut-off from $23,660 to $35,568
 
USMCA Update and Call to Action
 
According to the USMCA Coalition, "We enter a critical week, and we all need to redouble our efforts to impress on members of Congress (1) the urgent need for House action to vote on the agreement, and (2) the gaps between the Administration and House Democrats are bridgeable, and the path toward approval depends on a collaborative approach, but the time is now to reach an agreement." Please plan to increase in-District events, meetings, and contacts with Members of Congress over Thanksgiving week, which will be the last congressional in-District work period before the Congress recesses in December. Members need to hear directly from constituents and visit facilities in their Districts before heading back in December."

Employer Round Table and Policy Discussions on Apprenticeship Programs with Urban Institute and Digital Creative Institute.
 
The North Chamber held two focused-round table discussions with the Urban Institute (UI) and Digital Creative Institute (DCI) on November 19, 2019:
 
1) Employer-focused discussion brought together local San Antonio employers interested in learning more about apprenticeships in tech occupations within
industries, such as Advanced Manufacturing, IT, Healthcare, FinTech, BioTech, banking, and business and marketing
 
2) Policy discussion involved some local San Antonio policy-makers and administrators with an interest in learning more about apprenticeships in tech occupations within industries, such as Advanced Manufacturing, IT, Healthcare, FinTech, BioTech, banking, and business and marketing. Both discussions will result in our chamber's efforts to help identify solutions to meeting our business member workforce needs.
