Advocacy Alert ADVOCACY ALERT:

There are three initiatives on the November general election ballot that have far reaching impacts for San Antonio. Here is a breakdown of what each proposed change means for YOU and SMALL BUSINESS.

1 Expanding the Referendum Process – This would expand petition-driven referenda by changing the required number of signatures from the current 70,000 signatures over 40 days to just 20,000 signatures over 180 days. The scope of the referenda is expanded to include appropriations, utility rates, taxes, zoning, or any general ordinance.

The North SA Chamber OPPOSES this initiative for these potential negative impacts: Likeliness for a drop in the city’s current AAA bond rating, and possible higher tax rates and fees due to revenue uncertainty.

2 Binding Arbitration – This measure allows the firefighters union to unilaterally declare gridlock at any time and force a judgement on the City in labor contract negotiations.

The North SA Chamber OPPOSES this initiative for these potential negative impacts: The proposed measure mitigates good faith labor negotiations as the first option and the Union may call for binding arbitration. The arbitrator is not accountable for long term budget ramifications.

3 City Manager Term Limits and Salary Cap – This measure requires a supermajority vote (8 votes out of 11) to select the City Manager, limits the City Manager’s term to 8 years, and limits pay to 10 times the amount of the lowest paid City employee. This would not affect the current city manager’s contracted salary or tenure.

The North SA Chamber OPPOSES this initiative for these potential negative impacts: Limiting tenure and salary undermines the ability of the City to recruit and retain the best talent for the position, which may also impact the City’s bond rating.

Oct 22 – Nov 2 – Early Voting
Nov 6, Tuesday – Election Day
